Indeed. Though I think they are less literal pirates in the sense of what I know, and more... freedom fighters who want to live their own way. They don't seem all that interested in stealing, for instance.

But he must travel to different islands first. The way it works is there is an island with a treasure on it, that will make him the official King -- but finding it is extremely difficult. You need a special compass that will lock onto the magnetic field of each new island to progress, else you will sail the seas forever and die.

Like for instance -- the Marines oppose his crew and make it difficult to progress, so he must survive his every encounter with them. And then every crew member has their own struggle to overcome.
